It depends on her expenses but she probably will not be eligible for a
chapter 7 and may need chapter 13.

She is receiving $37,200 annually that is tax free. Would need a lot of
expenses to be eligible for chapter 7. If she could afford $639/month
she would be able to pay the entire balance off in 36 months. Now in
Chapter 13 she may end up having to pay the full amount or possibly a
discounted amount.
